Regulations on the work of physical education in schools

(Approved by the State Council on February 20, 1990, promulgated by Decree No. 8 of the National Education Commission and Decree No. 11 of the National Sports Commission on March 12, 1990, amended in accordance with the Decision of the State Council on Amending and Repealing Some Administrative Regulations on March 1, 2017)

Chapter I: General Provisions

Article 1: These Regulations are formulated so as to ensure the normal development of school physical education work and to promote the healthy physical and mental growth of students.

Article 2: School physical education work refers to the teaching of physical education, extracurricular sports activities, after-school physical training, and sports competitions in ordinary primary and secondary schools, agricultural middle schools, vocational middle schools, specialized secondary schools, and ordinary schools of higher learning.

Article 3 The basic tasks of school physical education work are: to improve students' physical and mental health, and to enhance students' physical fitness; To enable students to master the basic knowledge of physical education, and to cultivate students' sports ability and habits; improve the level of students' sports skills and cultivate sports talents for the country; Carry out moral education for students, enhance organizational discipline, and cultivate students' brave, tenacious and enterprising spirit.

Article 4: School physical education work shall adhere to the principles of combining popularization with improvement, and combining physical exercise with safety and health, actively carry out various forms of physical fitness activities, attach importance to inheriting and carrying forward traditional national sports, pay attention to absorbing the beneficial experience of foreign school sports, and actively carry out scientific research on sports.

Article 5: School physical education work shall be oriented to all students, and the national standards for physical exercise shall be actively promoted.

Article 6: Under the leadership of the administrative department for education, school physical education work is organized and implemented by the school, and is subject to the guidance of the administrative department for physical education.

Chapter 2 Teaching of Physical Education

Article 7: Schools shall, in accordance with the provisions of the administrative departments for education, organize and implement physical education teaching activities.

Physical education classes must be offered in all grades of ordinary primary and secondary schools, agricultural middle schools, vocational middle schools, and specialized secondary schools, as well as in the first and second grades of ordinary schools of higher learning. Regular institutions of higher learning offer elective courses in physical education for students in the third grade and above.

Article 8: The teaching of physical education classes shall follow the laws of students' physical and mental development, and the teaching content shall meet the requirements of the syllabus, and conform to the characteristics of students' age and gender, as well as the geographical and climatic conditions of the region where they are located.

The teaching forms of physical education classes should be flexible and diverse, and the teaching methods should be continuously improved, the teaching conditions should be improved, and the teaching quality should be improved.

Article 9 Physical education is the subject of students' graduation and entrance examinations. If a student is exempted from physical education classes or physical education examinations due to illness or disability, he or she must present a hospital certificate, which shall be reviewed and approved by the school's physical education teaching and research department (group), and reported to the school's academic affairs department for the record, and recorded in the student's health file.

Chapter III: Extracurricular Sports Activities

Article 10: The development of extracurricular sports activities shall be based on actual conditions, adapted to local conditions, and lively.

Ordinary primary and secondary schools, agricultural middle schools, and vocational middle schools shall arrange recess exercises every day, and arrange extracurricular sports activities more than 3 times a week, to ensure that students have 1 hour of physical activity time (including physical education classes) every day.

Specialized secondary schools and ordinary schools of higher learning shall organize students to carry out various extracurricular sports activities every day, except on the days on which physical education classes and labor classes are arranged.

Article 11: Schools shall earnestly implement the national physical exercise standards for activities and the system of graded athletes among students.

The school can organize various forms of sports activities such as hiking, camping and summer (winter) camps for students according to the conditions.

Chapter IV: After-School Sports Training and Competition

Article 12: On the basis of physical education teaching and extracurricular sports activities, schools shall carry out various forms of after-school physical education training to improve students' athletic skills. Ordinary primary and secondary schools, agricultural middle schools, vocational middle schools, and specialized secondary schools that have the capacity may carry out training to cultivate outstanding sports reserve talents with the approval of the provincial-level education administrative departments, and ordinary schools of higher learning with the approval of the State Education Commission.

Article 13: Schools shall arrange for students participating in after-school physical training to study cultural classes, strengthen ideological and moral education, and pay attention to improving their nutrition. Ordinary institutions of higher learning may appropriately extend the period of study for students with a high level of athletic proficiency and promising training after reporting to the State Education Commission for approval.

Article 14: School sports competitions implement the principles of small-scale and diverse, scattered individual events, grass-roots level, and thrift. The school holds at least one school-wide athletic meeting every school year, focusing on athletics.

Article 15 The National Games for Middle School Students shall be held once every three years, and the National University Games shall be held once every four years. Under special circumstances, it may be held earlier or postponed with the approval of the National Education Commission.

The National Board of Education may, as necessary, arrange for students to participate in international student athletic competitions.

Article 16: School sports competitions shall implement the relevant national sports competition systems and regulations, and establish a positive competition style.

Chapter 5 Physical Education Teachers

Article 17: Physical education teachers shall love school physical education work, have good ideological character and cultural literacy, and master the theories and teaching methods of physical education.

Article 18: Schools shall allocate physical education teachers in accordance with the proportion of physical education hours in the teaching plan and the need to carry out after-school physical education activities within the total number of teachers approved by the administrative departments for education at all levels. In addition to ordinary primary schools, schools shall allocate a certain proportion of female physical education teachers based on the number of female students in the school. For schools undertaking the task of training outstanding sports reserve talents, the allocation of physical education teachers shall be increased accordingly.

Article 19: Administrative departments for education at all levels and schools shall arrange for continuing education and training for physical education teachers in a planned manner. Physical education teachers' job appointments, salaries, and benefits shall be treated the same as those of other classroom teachers. In accordance with the relevant provisions of the state, the relevant departments shall properly solve the work clothing and food rations of physical education teachers.

Physical education teachers organizing recess exercises (morning exercises), extracurricular sports activities, after-school training, and sports competitions shall calculate the workload.

Schools shall give corresponding care to female physical education teachers who are pregnant or postpartum in accordance with the "Provisions on Labor Protection of Female Employees".

Chapter VI Venues, Equipment, Equipment and Funds

Article 20: The competent department at the level above the school and the school shall follow the national or local standards for all types of school sports venues, equipment, and equipment, and gradually complete them in a planned manner. School sports equipment shall be included in the teaching equipment supply plan. New and renovated schools must be planned, designed, and constructed in accordance with the provisions on sites and equipment.

In urban areas with a high concentration of schools, physical activity centers for primary and secondary schools should be gradually established and incorporated into urban construction plans. Social stadiums (halls) and sports facilities shall be open to students free of charge for a certain period of time.

Article 21: Schools shall formulate a management and maintenance system for sports venues, equipment, and equipment, and have a designated person responsible for their management.

No unit or individual may encroach upon or destroy school sports venues or destroy sports equipment or equipment.

Article 22: All levels of administrative departments for education and schools shall, on the basis of the actual needs of school physical education work, include school physical education funds in the approved annual education budget, and make appropriate arrangements.

When local people's governments at all levels make arrangements for annual school education funds, they shall arrange a certain amount of physical education funds to ensure the development of school physical education work.

The national and local administrative departments for physical education at all levels shall, in terms of funding, give support to school physical education work as much as possible.

The State encourages all kinds of social forces and individuals to make voluntary donations to support school physical education work.

Chapter VII Organizational Structure and Management

Article 23: Administrative departments for education at all levels shall complete school physical education management bodies, and strengthen guidance and inspections of school physical education work.

School physical education work shall be an essential part of the evaluation of school work. Physical education work in ordinary primary and secondary schools shall be included in the supervision plan.

Article 24: Schools shall have a deputy president in charge of physical education work, and shall list physical education work as an important content when formulating plans, summarizing work, and selecting advanced ones.

Article 25: Ordinary schools of higher learning, specialized secondary schools, and relatively large ordinary middle schools may establish corresponding sports management departments, with full-time cadres and management personnel.

Class teachers and counselors shall make school physical education work a part of their work, educating and urging students to actively participate in physical activities. The school's health department shall cooperate with the sports management department to do a good job of physical education hygiene work. The general affairs department shall do a good job of logistical support for school physical education work.

Schools shall give full play to the role of organizations such as the Communist Youth League, the Young Pioneers, student unions, and sports associations for college and middle school students in school sports work.

Chapter VIII: Rewards and Punishments

Article 26: All levels of administrative departments for education and physical education or schools shall give commendations and awards to units and individuals that have made outstanding achievements in school physical education work.

Article 27: Units or individuals that violate these Regulations by exhibiting any of the following conduct are to be ordered by the local administrative departments for education to make corrections within a set period of time, and are to be given criticism, education, or administrative sanctions to the directly responsible personnel depending on the severity of the circumstances:

(1) Failing to follow provisions to open or arbitrarily stop physical education classes;

(2) Failing to guarantee students 1 hour of physical activity time (including physical education classes) every day;

(3) Violating discipline or engaging in deception in sports competitions;

(4) Failure to follow state provisions to solve the physical education teacher's work clothing and food rations.

Article 28: Units or individuals who violate these Regulations by encroaching upon or destroying school sports venues, equipment, or equipment shall be ordered by the local people's government or administrative department for education to return and repair the venues, compensate, or repair the equipment and equipment within a set period of time.

Chapter IX: Supplementary Provisions

Article 29: These Regulations do not apply to the physical education work of physical education majors in institutions of higher learning and ordinary institutions of higher learning.

These Regulations are to be implemented with reference to the school physical education work of technical schools, work-study schools, special education schools, and adult schools.

Article 30: The State Education Commission and the State Sports Commission may formulate implementation measures on the basis of these Regulations.

Article 31: These Regulations take effect on the date of promulgation. The Interim Provisions on Physical Education in Colleges and Universities (Trial Draft) and the Interim Regulations on Physical Education in Primary and Secondary Schools (Trial Draft) promulgated by the former Ministry of Education and the State Physical Education Commission on October 5, 1979 shall be repealed at the same time.
